HANGLETON MEN’S BOWLING CLUB RULES
1. NAME.
The name of the Club shall be Hangleton Bowling Club.
2. OBJECTS.
The objects of the Club shall be to promote the game of Bowls generally, arrange competitions, play matches with other clubs and organise such other activities as may be desirable and consistent with the status of a Bowling Club.
3. OFFICERS.
The Officers of the Club shall be: President, Chairman, Captain, Two Vice-Captains, Hon. Treasurer, Hon. Secretary, Hon. Assistant Secretary, Hon. Match Secretary, Hon. Competition Secretary, S.C.W.B.A. Delegate and any other Officers who may from time to time be appointed at the Annual General Meeting. A member may hold more than one office. The nominee for the Office of Chairman must have been a member of Hangleton Bowling Club for at least three full playing seasons.
4. MEN’S CLUB MANAGEMENT.
The management of the Club shall be vested in a Committee consisting of the Officer
named in Rule 3 and two members elected for one year at the Annual General Meeting. The Committee shall meet when the Chairman and Hon. Secretary considers necessary. Five present shall constitute a quorum. The committee shall have full power in respect of the following:
(a) to transact all the business of the Club except such matters as are herein reserved to the Annual General Meeting,
(b) to fill vacancies in respect of any office or membership of the Committee that may occur between Annual General Meetings, and to co-opt on the committee such additional member/s as may be deemed necessary,
(c) to appoint Sub-Committees for such purposes as they deem desirable,
(d) the Chairman, Hon. Secretary and one other member appointed from within the Committee shall, in co-operation with three members of the Hangleton Ladies’ Bowling Club Committee and the Joint Fund Treasurer (Rule 9), meet as a Joint Committee to transact business which affects both Clubs. The Joint Committee shall appoint one of its members to act as a Liaison Officer responsible for direct contact with Brighton and Hove city Council. (Any change to this office must be notified to the Brighton and Hove Council).
5. MEMBERSHIP.
(1) New Members:
(a) Applications for membership must be proposed and seconded by Club members. These applications must be submitted to the Hon. Secretary who will exhibit them on the Club notice board for a minimum of 14 days from the date the club is open for the collection of fees, prior to consideration by the Committee whose decision to elect or otherwise shall be final, subject to payment of the appropriate Joining Fee.
(b) Junior members up to age 18 shall pay half of all fees.
(c) Applications for membership for persons under the age of 18 are restricted to family relations or friends of existing Club members who shall accompany them at all times when on Club premises.
(2) Ex-Members:
Ex-Members who have let their membership lapse by virtue of non-payment of the previous season’s subscriptions must re-apply to join the Club and fill the usual “Application for Membership” Form. This form to be proposed and seconded by Club members, and then displayed on the notice board in the Clubhouse for a minimum of 14 days during the Outdoor Bowling Season, before coming to the committee for consideration, whose decision to elect or otherwise shall be final. Members leaving due to extenuating circumstances such as illness or temporary leave of absence would not necessarily have to re-apply to rejoin the Men’s Club.
(3) Associate Members:
Individuals may become Associate Members on payment of the Annual Subscription proportion of the Membership Fee.
Associate Members will be eligible to play in internal club matches and ‘roll ups’ - subject to payment of the appropriate green fee on each occasion they play.
They will not be eligible for Inter club friendly, League or cup matches or entry into Club Competitions neither will they be eligible to stand for officer posts or vote at any General Meetings of the Club.
[In the event that within that season they subsequently become Full Members the additional money paid will be offset against the Annual Membership Fee].
(4) Honorary Members:
The Annual General Meeting may elect honorary members for life or a term of years where it is desired to reward a member for outstanding service to the Club. Full Honorary Membership will be offered to members who are still bowling and Associate Honorary Membership will be offered to members who no longer bowl. Such Honorary member shall pay no Fees. The Annual General Meeting may cancel such appointment
6. SUBSCRIPTIONS.
The subscription falls due on the 1st of May each year, and should be paid before 21st of May. Members wishing to enter competitions should pay all fees before the second Sunday after the “Opening of Season,” to be eligible for competitions. Provision will be made for new members to enter competitions when membership is approved. No member shall be eligible to play any competition or match until all fees have been paid. In the event of his fees not being paid within 21 days of the Opening Day without a satisfactory explanation he may be excluded from the Club. New members joining after the l5th July in any year, shall at the time of joining, pay the full annual Subscription together with the full Joining fee, and half the Club Membership Fee.
7. MEN’S CLUB FINANCE.
The committee shall authorise the opening of any bank account and shall provide the Bank with specific instructions as to the Officers authorised to sign cheques. Not less than two of those authorised shall sign each cheque, one of who must be the Treasurer. The Hon. Treasurer’s accounts shall be audited by one member duly elected at the Annual General Meeting.
8. FEES.
Club Membership Fees, Joining Fees, Green Fees, Match Fees and Annual Subscription Fees shall be set by the Joint Committees of the Men’s and Ladies’ Clubs taking due account of the terms of our lease and the charges being made for leasing the green. The Joint Committees shall make whatever arrangements they consider necessary for the payment and collection of all fees. The Hangleton Bowling Club Joint Fund Hon. Treasurer shall be solely responsible for control of the Joint Fund into which all Subscription Fees, Joining Fees, Green Fees, Match Fees and Membership Fees shall be paid together with any other funds the Men’s and Ladies’ Committees decide should be available for joint use. All expenditure which is on behalf of both Clubs shall be made from the Joint Fund with the agreement of the Men’s and Ladies’ Club Committees. The proportion collected for the Subscription Fee and Joining Fee shall be transferred to the appropriate Men’s or Ladies’ Club’s Account.
9. JOINT FUND HON. TREASURER.
In conjunction with the Ladies’ Bowling Club Committee the Committee shall elect a Hangleton Bowling Club Joint Fund Hon. Treasurer. The Joint Club Fund Hon. Treasurer shall be elected bi-annually at a Joint Committee Meeting following the Annual General Meetings of both the Ladies’ Bowling Club and the Men’s Bowling Club. A list will be placed on both sections’ notice boards at the end of August asking if any member would be interested to serve as the Hangleton Bowling Club Joint Fund Hon. Treasurer. The Joint Fund Hon. Treasurer’s accounts shall be audited annually by two members of either the Hangleton Ladies Bowling Club or the Hangleton Men’s Bowling Club, or both, in time for presentation to the Annual General Meetings of the Hangleton Ladies Bowling Club and the Hangleton Men’s Bowling Club. Any change to this office must be notified to the Brighton and Hove Council.
10. HANGLETON BOWLING CLUB MANAGEMENT.
In conjunction with the Ladies’ Bowling Club Committee, the Joint Committee shall, control the finance and manage any other business relating to the leasing of the Bowling Green and Pavilion at the Knoll Recreation Ground on behalf of the members of the Club.
11. HANGLETON BOWLING CLUB FINANCE.
In conjunction with the Ladies’ Bowling Club Committee, the Committee shall authorise the opening of any Bank Account/Building Society Account for use as the Hangleton Bowling Club Joint Fund and shall provide the Bank/Building Society with specific instructions as to the Officers authorised to sign cheques. Not less than two of those authorised shall sign each cheque, one of whom must be the Hangleton Bowling Club Joint Fund Hon. Treasurer.
12. BOWLS ENGLAND / WORLD BOWLS LAWS.
All games shall be played in accordance with the World Bowls Laws of the Sport of Bowls [Crystal Mark Edition] 2007 as amended from time to time, except where specifically provided for in the Rules of a particular Club competition.
13. COMPETITIONS.
The committee shall be responsible for the arrangement of the Club competitions and for the rules governing such Competitions. Their decision shall be final on all matters arising out of such Competitions.
14. CONDUCT.
(1). It is expected that every member shall conduct himself properly both on the green and within its precincts. Should the conduct of any member be called in question, such member may be required to appear before the committee and be dealt with by them in such manner as they deem expedient.
(2). Dress code for members playing in Club Competitions (except on Finals Day) shall be white above the waist, plain grey trousers and Regulation bowling shoes. Whilst playing in practice roll-ups the tie shall be optional. Members playing in Club Matches, including League or inter club cup competitions or any specifically identified match shall wear shirts in the approved club colours, regulation bowling shoes and white trousers for afternoon matches, grey trousers for evening matches.
(3). Only full members of the club, including Full Honorary Life Members as in Rule 5(4), may play in Club Matches and Competitions.
15. ANNUAL GENERAL MEETING. Rules:
(a) No business of the Annual General Meeting can be conducted without a quorum of at least 25% of the ordinary members. The Annual General Meeting shall be held as soon after the close of the Bowling Season as may be convenient for the purpose of receiving the Committee’s report and the Hon. Treasurer’s Statement of Accounts, for the election of Officers listed in Rule 3 and other members of the committee and Hon. Auditor/s, for the discussion of such other business of which due notice has been given to the Hon. Secretary by the end of the Bowling Season posted on the notice board and entered on the Agenda for that meeting. Other matters may be discussed, as the Chairman in his sole discretion, shall allow.
(b) At least 21 days before the close of the Bowling Season a list of offices shall be posted on the notice board against which members may nominate candidates (with their prior consent) for such offices and membership of the committee for the ensuing year. If more than one member is nominated for any office a ballot shall be taken at the Annual General Meeting to determine the member or members to be elected.
16. EXTRAORDINARY GENERAL MEETINGS.
An Extraordinary General Meeting may be called by the Committee or by giving notice to the Hon. Secretary, signed by not less than 25% of the members, stating the proposed date and time of the meeting and the subject matter for discussion. In either case, notice of the meeting as herein prescribed to be put on the notice board not less than 14 days prior to the date of the proposed meeting, or if to be held outside the Bowling Season, by individual notice to every member 14 days prior to the meeting. No matter other than that stated on the notice may be discussed at such Extraordinary General Meeting.
17. ALTERATION OF RULES.
No alteration of or addition to these rules shall be effected except at the Annual General Meeting of which notice has been given as required by Rule 15 or at an Extraordinary General Meeting as required under Rule 16.
18. INTERPRETATION.
Any matter arising in the interpretation of the foregoing rules, or which is not covered by them, shall be dealt with by the Committee whose decision shall be final.
DEFINITIONS:
MEMBERSHIP FEE : Amount decided by the Joint Committee for payment of the lease.
JOINING FEE : A one-off payment to join Hangleton Bowling Club.
SUBSCRIPTION FEE : An Annual subscription to the Ladies or Men’s Section.
MATCH FEE : Payable in order to participate in a Club Match.
GREEN FEE : Payable for opponents in National or County Competitions, and Public Bowling.
19. INDOOR BOWLS.
Members may play under the name of ‘Hangleton Bowling Club’ in any recognised Indoor Bowling Club, League or Competition provided that solely those members of the Club officially registered as Indoor Bowlers shall meet any expenditure incurred in respect of Indoor Bowling activities.
